Will a rule change lead to faster games?

The first rule changes have been made in MLB since 1996{.}.  Pitchers will be required to pitch the ball within 12 seconds of the batter being in the box and them having the ball.  I’d love to see the same sort of rule applied to batters who step out of the box. They should be required to keep one foot in the box and only leave to replace a broken bat between pitches or if the team calls time. 

Because of the TV breaks between innings I doubt this change alone will speed up the games much.  It’s unfortunate because I love playing baseball, but watching it is still difficult without fast forward most of the time.  There is no reason the average game should take much more than two and half hours.
